Head of Laboratory is responsible to and reports to Head of Sabo Technical Center. Their responsibility is to ensure that the laboratory's management system complies with the requirements of ISO/IEC 17025:2017, and that it is effectively communicated, understood, implemented, and maintained by all laboratory personnel. This also includes ensuring the integrity of all technical operations and the availability of necessary resources to guarantee the validity of sampling and/or testing result data in accordance to applicable standarts.

  1. To implement, maintain, and continually improve the laboratory's management and testing system.
  2. To ensure the effectiveness of all laboratory activities.
  3. To review draft versions of the Quality Manual, Standard Operating Procedures (SOPs), and Work Instructions related to the administration and quality.
  4. To conduct gap analyses of personnel competency and evaluate the effectifness of competency improvement programs.
  5. To initiate actions to prevent or minimize deviation from the established system.
  6. To report to Head of Sabo Technical Center on the performance of the management system and any needs from improvement.
  7. To prepare the laboratory's work programs and budgets.
  8. To manage personnel, including identifying training needs and ensuring the impartiality of all staff.
  9. To select appropriate test methods.
  10. To coordinate and supervise the development, modification, and verification/validation of test methods, including the evaluation of measurement uncertainty.
  11. To plan, establish, and evaluate the equipment calibration program.
  12. To resolve customer complaints related to laboratory's technical aspects, including the quality of test result data.
  13. To provide adequate supervision and guidance to supervisors, data processors and technicians.
  14. To identify the root causes of problems related to deviations or non-conformaties in testing activities.
  15. To review draft versions of technical SOPs and Work Instructions.
  16. To monitor all subcontracted testing activities.
  1. To propose improvement programs for the laboratory management system.
  2. To approve Work Instruction related to administration and quality.
  3. To define personnel competency requirements in accordance with relevant standards, based on appropriate qualifications in education, training, and experience for spesific tasks.
  4. To propose necessary improvements for the competency of laboratory personnel.
  5. To delegate duties and responsibilities to the Quality Supervisor or other subordinate personnel in the event of his/her absence.
  6. To approve technical Work Instructions (WIs).
  7. To approve Test Reports or delegate this authority to other competent personnel.
  8. To propose personnel competency requirements and competency improvement initiatives.
  9. To assign specific technicians and/or data processors to tasks in a manner that ensures impartiality.
  10. To select competent calibration laboratories for calibrating laboratory equipment.
  11. To prepare, propose, and evaluate the procurement of chemicals, equipment, supplies, and laboratory consumables according to technical specifications for the Commitment Making Official (PPK).
  12. To provide opinions and interpretations of test results, when required.
  13. To delegate duties and responsibilities to a supervisor or other subordinate personnel in the event of his/her absence.
  14. To represent the Head of the Sabo Technical Center in the event of his/her absence.
